Turkey and Libya‘s Tripoli government have signed a new memorandum of understanding that consolidates Turkish military presence on the territory controlled by the Tripoli government.
The memorandum envisions unrestricted access to Libya’s airspace and territorial waters for the Turkish military forces, and obligates the Tripoli government to provide extensive logistical support to the Turks. It also addresses various logistical, legal and other technical aspects of Turkey’s military presence in the Tripoli government-controlled Libya, from the legal immunity to bank branches and recreational facilities for the Turkish troops serving in the country.
Turkey, for its part, will help in the training and restructuring of the Libyan government’s military forces.
The memorandum, signed on 1 March 2024, was submitted to the Turkish parliament on 12 August.
