US deputy secretary of state Kurt Campbell said on 11 September 2024 that “China was supplying Moscow with items that were directly helping the Russian military” in its war against Ukraine.
Campbell stressed that the items in question “are not dual-use capabilities,” but rather “component pieces of a very substantial effort on the part of China to help sustain, build and diversify various elements of the Russian war machine,” including production of weapons.
