On 17 January 2025, Russia and Iran signed a 20-year strategic partnership treaty covering, among other matters, military cooperation between the two powers.

The treaty includes the two sides’ pledge to “work together against common military threats, take part in joint exercises and develop their military-technical cooperation.”

Unlike Russia’s recent treaty with North Korea, its deal with Iran does not include a mutual military defense clause. Instead, it stipulates only that “if one is attacked, the other shall not assist the aggressor and will seek to resolve differences based on the U.N. Charter and international law.”
