Russia appears to have achieved some success in its endeavors to gain naval access to Port Sudan on the Red Sea coast from the Sudanese government. On 12 February 2025, the latter’s foreign minister said “we reached an agreement on everything” with Moscow regarding the naval station for Russia in Port Sudan.

Since December 2024, Russia‘s Africa Corps “has accelerated refurbishing the Maaten al-Sarra air base in southern Libya” in the territory controlled by the rebel ruler of east and south Libya Khalifa Haftar.
Russia’s strengthening of its military presence in south Libya is likely aimed at improving the communications between Russia’s military bases in the coastal regions of east Libya and, potentially, Sudan and the Russian satellite regimes and bases in the countries of the Sahel region.
