Russia is reportedly trying to induce the new government of Syria to allow it to retain military bases in Syria, particularly Khmeimim air base and naval base at Tartus.
In February 2025, Russia “delivered the equivalent of $23 million in Syrian currency at official rates to the central bank in Damascus,” printing “the banknotes for Syria’s cash-starved economy when most other countries had refused due to fear of sanctions.” Another shipment of Syrian cash printed in Russia was delivered to Syria on 5 March.
At the same time, Moscow has been conducting negotiations with Syria for potential other aid and concessions it could grant Damascus in return for the right to hold on to its bases.
