On 30 April 2025, the United States and Ukraine concluded an economic deal, giving the US “preferential access to new Ukrainian minerals deals and fund investment in Ukraine’s reconstruction.”
Previously knowns as the “minerals deal” while it was being negotiated, the agreement goes beyond critical minerals in the Ukrainian soil, also including “provisions for oil, natural gas and other hydrocarbons.” While the US gets preferential access to the Ukrainian resources, they stay in Ukraine’s ownership.
The deal envisions establishment of a joint investment fund for Ukraine’s reconstruction, with joint governance by the US and Ukraine, and shared future profits.
Combining long-term access by the US to the strategic resources in Ukraine with the support of Ukraine’s post-war reconstruction, the agreement is designed to help geopolitical prospects of both the United States and Ukraine.
