New Issue of the Russian Military Transformation Tracker, 22 May 2025

The Rondeli Foundation’s Russian Military Transformation Tracker has been reporting structural changes in the Russian military since August 2018.

Issue 10 of the Tracker covers changes in the Russian military structure in the period of June-December 2024.

The Western Frontier (Ukraine, Belarus, Moldova, and Russia’s border area with the first two countries)

By July 2024, the 1st Army Corps (HQ in Donetsk, Russian-occupied part of Ukraine) was transformed into the 51st Army, while the 2nd Army Corps (HQ in Luhansk, Russian-occupied part of Ukraine) was transformed into the 3rd Army.

The 150th Mechanized Regiment was established by the summer of 2024. According to the statements of the regiment’s troops, it belongs to the 150th Mechanized Division (HQ in Kadamovskiy, Rostov Oblast).

As of October 2024, a new artillery battalion and a new reactive artillery battalion were being established within both the 9th Mechanized Brigade (Novoazovsk, Donetsk Oblast, Russian-occupied part of Ukraine) and 114th Mechanized Brigade (Makiivka, Donetsk Oblast, Russian-occupied part of Ukraine) of the 51st Army (former 1st Army Corps, HQ in Donetsk).

The 51st Army’s 23rd Anti-Aircraft Missile Battalion (Donetsk) was reported as being expanded into an anti-aircraft missile brigade in October 2024.

The 85th Mechanized Brigade, reported as established by September 2022 in Issue 9 of the Tracker, was confirmed to belong to the 3rd Army (former 2nd Army Corps, HQ in Luhansk).

Project 22800 Karakurt class corvette Amur joined the Russian navy on 26 August 2024. Although the corvette joined the Black Sea Fleet, it was temporarily based at the Kaspiysk naval base of the Caspian Flotilla to avoid it being destroyed by the Ukrainian armed forces.

The Black Sea Fleet’s Improved Kilo/Project 636.3 class diesel submarine Rostov-na-Donu, which had been critically damaged by a Ukrainian strike on 13 September 2023 as reported in the Issue 8 of the Tracker, was hit again and sunk by the Ukrainians in Sevastopol on 2 August 2024.

The North-Western Frontier (the Baltic region and Karelia)

Within the recently established 69th Mechanized Division (HQ in Kamenka, Leningrad Oblast) of the 6th Army (HQ in Agalatovo, Leningrad Oblast), existence of the 83rd Mechanized Regiment was reported in August 2024, that of the 15th Tank Regiment was reported in October 2024, while existence of the 344th Mechanized Regiment and 350th Mechanized Regiment was reported in November 2024.

Existence of the new 22nd Mechanized Regiment within the 72nd Mechanized Division of the recently established 44th Army Corps (HQ in Karelia, likely in Petrozavodsk) was reported in August 2024.

Existence of the 41st Mechanized Regiment within the 72nd Mechanized Division of the 44th Army Corps was reported in May 2024.

The 9th Mechanized Regiment was reported as existing within the 18th Mechanized Division of the 11th Army Corps (HQ in Gusev, Kaliningrad Oblast) as of the summer of 2024.

In August 2024, Russian sources reported the existence of an artillery brigade within the recently established 44th Army Corps (HQ in Karelia, likely in Petrozavodsk).

By June 2024, the 689th Fighter Regiment (Chkalovsk air base, Kaliningrad Oblast) had been transferred from the Baltic Fleet Naval Aviation to the 6th Air and Air Defence Forces Army (HQ in Saint Petersburg).
