The United States has been preparing legal ground for a possible use of military force against the Maduro regime in Venezuela.

In July 2025, the US Treasury Department designated the Venezuelan drug Cartel de los Soles as a global terrorist group, saying it is headed by Maduro and ‘provides material support to foreign terrorist organizations threatening the peace and security of the United States, namely Tren de Aragua’ and the Mexico-based Sinaloa Cartel.”

By early October 2025, “President Donald Trump has determined the United States is in ‘armed conflict’ with drug cartels that are distributing narcotics in this country,” directing the Pentagon to conduct operations against them “pursuant to the law of armed conflict.”

President Trump’s notice to Congress states that “the United States has now reached a critical point where we must use force in self-defense and defense of others against the ongoing attacks by these designated terrorist organizations.”
