On 22 October 2025, the United States announced sanctions against major Russian oil companies, Rosneft and Lukoil, in an effort to force Russia stop its ongoing offensive in Ukraine and agree to a ceasefire.
The US Treasury Department noted in its statement that the two oil companies “fund the Kremlin’s war machine.”
