The Wall Street Journal reported on 22 May 2026 that China and Russia have in recent years expanded their intelligence operations in Cuba, roughly tripling the number of intelligence personnel since 2023. Of 18 known signals intelligence sites on the island, China actively operates three and Russia two, with some jointly run with Cuban counterparts. Both countries’ main targets are US military headquarters in Florida overseeing operations in the Middle East and Latin America. One senior US official described the Cuba-based sites as among the most critical foreign listening posts for both countries, with the number of facilities and personnel expected to increase further.
