According to i24News on 31 May 2026 and Al-Monitor on 29 May 2026, Israel and the United States had prepared a detailed regime change plan for Iran, which included targeting military command centers, vital infrastructure, and energy facilities, combined with arming Kurdish opposition forces to seize control of Iranian areas amid internal unrest. Mossad armed Kurdish militias with weapons seized from Hamas in Gaza and Hezbollah in Lebanon, while the CIA was also involved in the effort. The Kurdish forces received money, vehicles, light weapons, anti-tank missiles, grenades, and mortar shells.
The plan was ultimately not implemented due to the shakiness of American committment to it. The Trump administration canceled the Kurdish arming operation and declined to approve key phases of the plan, preventing the regime change effort from moving forward.
