CNN reported on 5 June 2026 that Israel had secretly deployed several dozen elite military and intelligence personnel to multiple locations in southern Azerbaijan, adjacent to Iran’s northern border, during the war with Iran.
Operating from these positions, Israeli special operations forces and Mossad personnel conducted intelligence-gathering missions and drone operations into northern Iran. One of the key operations launched from Azerbaijan reportedly was the killing of Rahman Moghaddam, head of the IRGC’s intelligence division, on 4 March 2026.
The intelligence infrastructure in Azerbaijan had begun to be established in January 2026, when Israeli forces installed listening devices and surveillance equipment along the Azerbaijan-Iran border.
