Carsten Breuer, said in an interview published on 11 August 2026 that Russia was systematically using drones to probe air defenses across Europe as part of an intensifying gray-zone campaign aimed at destabilizing the continent’s governments and institutions, conducting hybrid attacks daily in NATO countries, especially those on the alliance’s eastern flank, in order to test NATO’s responses and refine its tactics for a future conflict.
